Vehicle Inspection and Visual Verification: The vehicle is driven to the official inspection bay of the vehicle registration authority, where examiners verify the chassis number (VIN) and engine number, conduct physical vehicle checks, take photographic records, and complete an external vehicle inspection.

Document Review and Transaction Endorsement: Both parties must submit valid identification documents (the respective identity cards/passports of the buyer and seller), the Vehicle Ownership Certificate (VOC), the motor vehicle registration card, and the official used car sales invoice. 

Registration Number Plate Allocation and Document Issuance: Upon approval, the incoming owner confirms the vehicle registration number plate (the seller may apply to retain the existing number plate, or the buyer can obtain a new number via random assignment or bidding on the unified vehicle registration portal). The authority then retains the previous number plates and registration documents, endorses the transfer on the Vehicle Ownership Certificate (VOC), and issues the updated vehicle registration number plate, vehicle registration card, and valid road tax / inspection decal to the new owner.
